FOTEPX is a guy on GTM who really wants a page on RA2 Wiki. After getting bored of waiting, he decided "Heck, why not make my own?" but only got as far as a few sentences asking someone else to do this all for him, including adding his page to the forum members category. He would've added more info, but because he is a lasy guy (as evidenced by the slow progress of RR and the cancelling of Tag Team Tornado) he decided to let somebody else do all the work for him.
He could be noted for having the lowest rating on GTM, having a record -40. If he doesn't have the lowest rating, he would like you to give him at least a -1.
