A Technical Builder is basically the equivalent of a RA2 expert metagamer. He knows most of the statistics of the components, know how they work, and only uses efficient parts after experimenting with different parts. He is not just the guy that gets good by copying others : he experiments, lurks in the files and draws his conclusions about the game.
Generally has above average (or better) modding skills and excellent builing skills.
